The board's order said that the drugs Ringel prescribed to the patient included Valium, Xanax for anxiety, Zoloft for depression and Percocet for pain.

At one point in 1997, the order said, Ringel noted that the patient "had taken 90 pills in 23 days." After the consultant's report, the board expanded its investigation, alleging that it found evidence of Ringers "inappropriate prescribing of controlled substances" to 20 other patients. Because of all the possible legal steps Ringel can take, it's not clear how long the emergency suspension order will remain in effect. If Ringel requests a hearing on the emergency order, the board is obligated to conduct one within 10 working days. Within five more days, the hearing office is required to issue an order. If it finds for Ringel, he would be able to resume practicing medicine until the board finally decides his case after the July hearing.

If the office finds for the board, Ringel can appeal to Jefferson Circuit Court, seeking an injunction so he can resume his practice. After the July hearing, the hearing officer has 60 days to issue a recommendation to the board, which then will make its final ruling in the case. That determination can also be appealed to circuit court. Associated Press FRANKFORT, Ky. The Kentucky AFL-CIO has sued its former executive secretary and its accountant, accusing them of fraud, negligence, misconduct and breach of duty.

Former state Rep. Ron Cyrus, who also spent more than a decade as the head of the state's largest union, was suspended from his post as executive secretary and treasurer in 1998 amid claims of possible "financial irregularities" that turned up after a fire at the union's Frankfort headquarters. Other defendants in the lawsuit are an individual accountant, Samuel Bryant, and the accounting firm of Butler Associates. Union lawyer Oliver Barber Jr. said it appears Bryant and the Butler firm may have merged with another Frankfort accounting firm, Helton Bass and Kiviniemi.

Telephone calls seeking comment from those companies and individuals were not returned yesterday. A call to Cyrus' lawyer, John R. McGinnis of Greenup, also was not returned.
