Allison, who has within the present week returned from Fort Laramie with the mail, that the past has been one of the coldest winters that has been known iu the region of Limarie by the oldest trappers, though the quantity of snow has not been greater than usual. He informed us that a Mr. Tutt, a sutler in the army, at or about the south fork of Platte river, had a large train of cattle to freeze to death. He aunt another train of cattle nut to meet the MOZART- HALL.

In the Courier yesterday wo published a banter from the own-era of the Union packet David White to run her agalmt any boat in the Pittsburg line between Cincinnati and Wheeling. We deprecate racing, but if the Pittsburg boat owners continue to annoy the Unfon Line, while attending to their business, tha sooner they are put down the better. In point of comfort and accommodations the Pittsburg boats are far behind the Union boats, and we think they will soon bs convinced that in point of speedthey are equally deficient. The folic wingfrem the Wheeling iotelligancer will be found to the point, and we commend It to the consideration of Pittsbnrg: The Union boat are not ony willing, butanxi us to accommodate trade and travel alt along the line, and will always do go, l.oklng to one point only, and that is, that they may form a connection with the Baltimore cars to suit their passengers. This end secured, they will always accommodate way trade and travel.

They have no need to race in order to make trading capital. The model, the construction of their boatj, their newness, the fact that they are built In accordance with the Ufepresentlng law of Congress, and, above all, the saving in time and cost by this line to the East, constitute the fum foundation which commends this line to the public. We learn that the steamer Jamestown was attached at the wharf yesterday, at the suit of sev. eral citizens of Cloverport, who state that they were beiet and beaten by the officers of the Jamestown and that they had their wood taken from them withutt payment. Her water wheel is somewhat larger, with about six inches more length of bucket. The wheels are also placed further forward than the Swann'i, which we think a decided a 'vantage. Our fait, and clever frfand, Capt. John List, of Whee'-ing, came here on the Baltimore, and took great prido in showing the crowds of our citizens, who thronged the boat, her many good qualities and beauties.

The Baltimore starts to Wheeling this afternoon, positively at 3 o'clock, and passengers will find her a most desirable conveyance to the East. She was detained on her down trip by the tog on the river, and the large amount of merchandize she had for all points along the river. Capt. A bill haa been introduced into the Senate establishing a very olabo system of tobacco inspection i-r the State. It provides for the appointment by the Governor with the advice and consent of the Senate, of seven inspectors of tobacco, to be denominated the Board of Tobacco Inspectors of the State of Louiaana. The inspectors are to be appointed for the lerm of four yeara, and are required to take an oath and to give bonds for the faithful discharge of their duties. The Board i to be organized by ihe appointment of one of its members as President and another as Secretary, and is to have a common seal. The President is ex officio Treasurer of the Board.

For any wilful violation of his duties the treasurer ta made criminally responsible. The Board is empowered to sue and be sued. The act prescribes at length the duties of the inspectors.
