She was the former Vivian DeVore, a retired supervisor and operator for the old South Central Bell Telephone Associated Press ZAGREB, Croatia President Franjo Tudjman, who led his country to independence from former Yugoslavia but was assailed for nationalist policies that helped fuel the war in Bosnia, has died, state television announced today. The announcement did not specify the cause of death for the 77-year-old leader, who has been hospitalized since emergency intestinal surgery Nov. 1. "The big heart of President Franjo Tudjman ceased to beat," Parliament speaker Vlatko Pavletic said on tele-vision. The constitution calls for Pavletic, who has been filling in for.

Tudjman, to become the next presi- dent. Tudjman leaves a mixed legacy. Once the youngest generaiin Com-munist-led Yugoslavia's army, he be- came the first president of independ- ent Croatia, revered by many Croats for establishing statehood in 1991. But he displayed a disregard for democracy, a strong dislike of Muslims and Serbs and a lust for power and Croat nationalism that led him to, suppress dissent and opposition. In striving to create an ethnically pure Croatia and to control the Croat part of Bosnia-Herzegovina, Tudjman took actions that contributed to the 3'2-year war in Bosnia.

Yet unlike his Yugoslav counter- art, Slobodan Milosevic, he achieved is principal goals an independent Croatia bordered by a weakened Bos- nian neighbor without incurring the severe international condemna- '-tion. Tudjman retained his virtual one- man rule to the end despite a reputa-I tion for corruption, cronyism and in- efficiency that plagued his ruling. Croatian Democratic Union. Tudjman's popularity steadily faded in his final years, with most I Croats more impoverished than at the start of his tenure. At the same time, his rule created a new elite mostly his associates and favorite! businessmen, rumored to have gotten rich through unorthodox, it not illegal, means.

The government introduced a free market and controlled inflation, but critics say corruption eroded the economy. While pledging democracy, Tudjman in fact imposed one-man rule.
