Firm pays city $500,000 to bury fiber-optic line in Otter Creek Park Safe, Psoriasis Effective Relief! Continued from Page 1 her opposition once the company offered $500,000.

"We have a lot of needs at Otter Creek," she said. Sullivan is under pressure from the Board of Aldermen to make improvements that generate income so the park won't be a drain on city finances. The city currently spends about $500,000 a year to operate Otter Creek. Metro Parks expects to have an Otter Creek master plan and marketing study completed in about six months, Sullivan said. The $500,000 will help implement the master plan, she said.

"The goal is to generate revenue through investment in facilities," Sullivan said. "This gives us a leg up." The three gas pipelines have been in Otter Creek for years. The first was built in 1948. The trunk line will be laid about 20 feet to the side of the company's lawyers told city officials that if they didn't take it, they would file a lawsuit to condemn the property. The lawsuit was filed in Meade Circuit Court on Dec.

30, 1999. The court ruled for the city on May 4. Meade Circuit Judge Robert A. Miller ruled that Williams did not have the right to condemn property owned by Louisville. Before Miller ruled, three court-appointed appraisers said the city should not be compensated for the easement because the new trunk line would not damage the property or reduce its value.

After losing the case, the company began making larger offers. The city turned down $250,000, Stone said, before it got the $500,000 offer. On Tuesday, the aldermen authorized Armstrong to take it. "Money does cause you to think," Stone said. the gas lines.

Sullivan said Williams has addressed environmental and safety concerns that she and park users have raised. Fleming, the right-of-way manager, said Texas Gas workers will be present during construction, and an environmental engineer also will be on hand. He said the company is laying 33,000 miles of fiber-optic cable throughout the country, much of which is being buried near gas lines. "We're not going to disturb the pipeline at all," he said. Williams spokeswoman Wendy Lea said the pipelines through Otter Creek have been tested and recently passed inspection by the U.S.

Department of Transportation. Williams initially offered Louisville $25,000 for the Otter Creek easement. THE COURIER-JOURNAL Teacher Ruth Ann Driggers helped Seneca High School senior Sarah Wright yesterday with the computer link that will let her earn credits while she is modeling in Japan. She hopes to leave Monday.

Seneca senior will study from Japan on the way, officials said. The district does not provide computers but can help students without home computers to find a place, such as a library or community center, where computers with Internet access are available, said Jana Tobbe Hickey, distance-learning specialist for the district. Sarah will be using her own computer and will be taking along a Continued from Page 1 schools who want to take a class offered by the county schools. "This is not to replace the school but to enhance and enrich the educational opportunities," Snyder said, noting that many students have a difficult time earning all the credits they need and still participate in extracurricular activities. School officials also hope the program will help students who don't learn at a traditional pace.

For example, one student may take longer to master a subject than another stu dent, but both can earn the same credit for an e-course. The district has no grade-point requirement for participation in the program, and no a limit on the number of credit hours a student can take, Snyder said. But each school's management council can establish its own criteria, and all students must obtain permission from a counselor or other designated school official to participate.
