Hubert Joiner, 85, formerly of Louisville, died Monday in Bowling Green. He was a native of Butler County, a retired welder for Louisville Gas Electric Co. and a member of Reedyville Masonic Lodge 438 in Roundhill and the Church of Christ. Survivors: his wife, the former Hazel Phelps; four sons, Harold Joiner of Fayetteville, Herschel Joiner of Bowling Green, Hayward Joiner of Carrollton and Hubert T. Miller 83, died Tuesday at his home. He was a retried electrician and a Navy veteran of World War II. Survivors: his wife, the former Mary Margaret Horning; two sons, of By MARK E. Staff Writer Mccormick Belle Miller McMaster went to perhaps the most prominent person in the world on behalf of some of the world's least prominent. McMaster, director of the social-justice and peacemaking ministry unit of the Presbyterian Church (U.SA), was part of a 35-person religious delegation that met with President Clinton last month to discuss the plight of urban youth and mass starvation and oppression in Africa.

The church leaders represented the National Council of Churches of the USA and Protestant and Orthodox churches. Clinton invited them for an hour of conversation on for- eign and domestic issues. The religious leaders hope it was the beginning of a dialogue with the president that they say they haven't enjoyed in past administrations. Others attending the March 24 meeting included the Rev. Syngman Rhee, president of the National Council of Churches; the Rev.

James Andrews, stated clerk of the Presbyterians' General Assembly; and the Rev. Clifton Kirkpatrick, director of the Presbyterians' global-mission ministry unit. It was sandwiched between Clinton's meeting with the Russian foreign minister and the taping of a news program. Topics included job training for inner-city youths and loans for small businesses in depressed urban areas. They also discussed human-rights violations -and starvation in Zaire and Sudan and invited Clinton to consult them on foreign affairs because many of the organizations have churches in world hot spots.

McMaster said members of a sis-, ter church in Zaire said the U. S. has more influence over their lives than their own government. They requested that she ask Clinton to alter U. S.

policy toward their country. "There has been great suffering and struggle on that continent," she said. "Sometimes, U.S. foreign policy in Angola, Zaire and Liberia has been a part of the problem." McMaster said Clinton "listened carefully and responded. I was so nervous, but once I started, he was really paying attention, and it felt more like a dialogue." Kirkpatrick, director of the global-mission unit, also noted Clinton's openness and receptiveness.

He said he hoped other meetings would follow. The group was given contacts in various governmental offices to help them in their endeavors, he said. "We're building a relationship between denomination and the government," Kirkpatrick said. "This is the first time in several administrations that there has been a direct dialogue with the NCC and the government." Ditsch of 7911 Trillium Drive, was taken to University of Louisville Hospital after the 6:28 a.m. accident. He had massive head and leg injuries and was pronounced dead at 7:30 a.m., said Jefferson County Deputy Coroner Bob Carter. Anthony Q. Peck, 25, of the 6400 block of Venango Drive, meant to make a left turn when he drove onto the median just south of Greenwood Road.

He apparently didn't notice Ditsch, said Officer Wendy Peters, spokeswoman for the county police. No charges have been filed, she said. Ditsch, formerly of North Western Parkway, was a retired quality-control inspector for the old International Harvester where he worked 34 years; an Army veteran of World War II; and a member of Cherry Street Church of Christ in New Albany, Ind. His survivors include his wife, the former Margaret Martin; a daughter, Gloria Sprinkle; two sons, George A. Ditsch of Elizabeth, and William W.

Ditsch a stepdaughter, Deborah Angelini; a stepson, Robert Meany; two brothers, Carl and Robert Ditsch; 10 grandchildren; and two great-grandchildren. A 17-year-old Michigan boy charged with murder in the bludgeoning of a woman will be considered an adult if he goes to trial, an official said yesterday. Wagers said DeClue's case will go to a grand jury today, along with that of Robert McMahan, 18, of Clarkston, Mich.

The two were charged in the March 25 death of Diana Bum-gardner, 51, a widow living in a rural area. They allegedly broke into her home, beat her beyond recognition with a table leg, stabbed her with a screwdriver and tried to set her body on fire. She was a native of Brundidge, an administrative assistant at the Presbyterian Center and a member of Republican Woman's Club.

Survivors: her husband, Sammie Roland; two daughters, Shana E. Roland and Cynthia Hoosier, both Floyds Knobs; her father, Hubert Griffin; two sisters, Betty Lowe of Cincinnati and Terrie Oliver of Montgomery, two brothers, Hubert Jr. and David Griffin; and two grandchildren. The body was cremated. Memorial service: 11 a.m.
