A lawyer with no experience in the field but who impressed an official as strong, scholarly and independent was appointed yesterday to the state campaign-finance board. Dayna Bowen Matthew of Louisville was named to the Registry of Election Finance by Secretary of State John Y. Brown III.

She replaces University of Kentucky law professor Carolyn Bratt, who resigned last month and whose four-year term expires next month. Brown said it was "a difficult task" to replace Bratt, a Democrat who was one of the most outspoken members of the seven-member board and occasionally voted with the three Republicans. "I wanted someone in that position who would carry on the legacy of being fair and non-partisan," Brown said. Matthew said she never declared a party preference until she moved to Kentucky and found that independents can't vote in party primaries, so she registered with the dominant Democratic Party. Brown said he didn't consider Matthew's lack of campaign-finance experience a problem because "she started reading Kentucky election law and she couldn't put the book down." Matthew said she wants to "have some positive impact" on the community and campaign-finance issues.

"So much of our history turns on the quality of the democratic process, and with the national as well as local attention that's being given to ensuring that, protecting that, I guess it's my nature to want to be a part of it," she said. Matthew, 37, is an associate in the Greenebaum, Doll McDonald law firm. She grew up in the South Bronx of New York City and graduated from Harvard-Radcliffe College and the University of Virginia law school, where she edited the law review. She practiced law in Virginia and taught at the law school before moving to Louisville in 1994 with her husband, cardiothoracic surgeon Thomas Matthew. The registry board decides whether campaign laws were violated, and if the violation was intentional, which can lead to criminal prosecution.

The board may soon have to decide whether supporters of Gov. Paul Pat-ton violated the spending limit set by Kentucky's sweeping campaign-reform law of 1992. Monday, Greater Family's stores were longt'me Louisville Ixtures The Courier-Journal Charles N. Bensinger, retired owner of Bensinger's furniture store and a leader in Louisville's downtown merchants community, died yesterday at Jefferson Manor of complications from heart disease. He was 87, Bensinger's grandfather, Nathan Bensinger, a German immigrant, founded Bensinger Bros, on Market Street in 1866. Bensinger's father, Charles, took over the store when it was known as Bensinger Outfitting and Charles N. became president when his father died in 1946.

By 1966, Bensinger was operating stores on Shelbyville Road, Dixie Highway and Poplar Level Road, and in Jeffersonville and Madison, Ind. He was a retired employee of the Courier-Journal Louisville Times where he worked 26 years; an Army veteran; and a member of Howard Chapel Missionary Baptist Church, American Legion Post 776 in Dayton, Ohio, and Veterans of Foreign Wars Post 1693. Survivors: his wife, Rosie Lee Wilkerson; a son, Ronald E.

Wilkerson; a daughter, Aqueelah S. Haleem; a West Point man crashes, dies on Lower River Road thews and the one on Poplar Level Road. He closed his final store, on Dixie Highway, in 1989. In the late 1950s and early 19k30s, Bensinger spearheaded efforts to provide parking for downtown shoppers. Bensinger served on the boards of several merchants groups: He was former president of the Downtown Merchants Association and of the National Home Furnishings Association.

He was also a former director of Jewish Hospital and a member of the Louisville Central Area board. Outside work, Bensinger was an expert bridge player, Kentucky's first Lifemaster in the game. He was a member of the National Contract Bridge Association board. He was also an Army veteran. Bensinger's survivors include his wife, Irma Bensinger; a son, Charles Bensinger four grandchildren; and a great-grandchild.

He willed his body to the University of Louisville School of Medicine. A memorial service will begin at 11 a.m. Sunday at The Temple, 5101 Browns-boro Road. Visitation will be at The Temple after 10 a.m. Sunday.

Memorial gifts may go to Visually Impaired Preschool Services. Lehman said police believe alcohol was probably a factor ig the accident. "I've seen cars wrapped around tress, but not anything like this," Deputy Jefferson County Coroner Sue Wurst said. Hensley, 32, who was known to his friends as "Double 07," was a native of Kenton County. His survivors include his fiance, Vickie Kennedy; his mother, Doris DeMarco; brothers Mike and Donnie Price and Sam DeMarco; and a sister, Tina Kinser.

The funeral will be 2:30 p.m. Saturday at W. G. Hardy Valley Funeral Home, 10907 Dixie Highway, with burial in Bethany Memorial Cemetery. Visitation will be from 10 a.m.

A 30-year-old Lexington man died at the University of Kentucky Medical Center shortly after midnight yesterday after being shot multiple times, Lexington police said. Police arrested Sanatos Adonay Pagaoda, 27, of Scott County in the slaying of Jose Enrique Arambul. Pagaoda was charged with murder. "Officers were dispatched to Laco Drive off Old Frankfort Pike at 11:06 p.m. on the report of an unwanted person," Sgt.

Dan Gibbons said in a report. Witnesses told officers that a man had been in the area on foot who seemed excited and acted strangely. A short time later, a pickup was found on the shoulder of a ramp leading from the outer loop of New Circle Road to the Old Frankfort Pike. Officers found Arambul, who was on the seat, suffering from multiple gunshot wounds. Officers found Pagaoda in the area, Gibbons said.

Pagaoda tried to flee on foot but was quickly captured, Gibbons said. The motive for the slaying was not immediately clear. Arambul was Lexington's 12th homicide this year. The Courier-Journal A West Point man died early yesterday morning when he lost control of his car and hit a tree on Lower River Road. Police said that James E.

Hensley was driving north at a high rate of speed about 2:20 a.m. when he lost control on a curve in the 1200 block of Lower River Road, Jefferson County police spokesman Dave Lehman said. As he tried to regain control, he crossed to the other side of the road and hit a tree, Lehman said. Hensley's 1986 Camaro wrapped around a second tree, Lehman said. Hensley was pronounced dead at the scene.
