Roberts also disclosed that the refugees, driven from their homes nearly two weeks ago by a mud slide, have been moved from a nearly completed housing project into private dwellings. Roberts said he expects a report today from state engineers as to conditions on the hill and what steps should be taken next. "I've also sent a request to President Nixon, through civil defense channels, asking him to provide federal aid for the refugees," the mayor said. He said he has had no reply and if one doesn't come, "I'm going to sit down and write the President a personal letter to seek his help." "Without going into specifics of each case, it is clear that reporters must be free to conduct their investigations without harassment, whether from the courts or bodies," Yothers said in a recent address to Elks leaders in Seattle. 200 persons protest bombing of North Vietnam by U.S. HARTFORD (AP) About 200 persons gathered at the federal building here yesterday to protest the stepped-up American bombing of North Vietnam. Other deaths Ex-governor of India dies New York Times News Service NEW DELHI Chakravarti Rajagopa-lachari, 94, former governor general of India, died in Madras yesterday after a week's illness. A close associate of the late Mahatma Gandhi and Jawaharlal Nehru, Rajaji as he was affectionately called by Indians took part in India's struggle for independence from England, was a talented administrator and later a severe critic of government policies. He was a great admirer of the United States and corresponded with President John F. Kennedy, whom he visited in Washington. During his varied 60-year career, Rajaji won universal praise as a statesman, social reformer, thinker, writer, administrator, nonconformist and genius, but was attacked for some of his unpopular sayings and actions.

He was the first to suggest the creation of Pakistan out of the Moslem-dominated areas of British India, and the only Indian leader to triticize Nehru for ordering the invasion of the Portuguese enclave of Goa in 1961.
