The Na tional War Labor Board today reversed a decision of its Sixth Regional Board in Chicago and remanded for further panel hear ings the dispute between the Min neapolis branch of Sears.

Roebuck Company, and the International Longshoremen's and Warehouse men's Union, C.I.O. The regional board, after con sidering a panel report on the dispute, dismissed the case because, according to the national board, it had held that the local body lacked jurisdiction "on the ground that the company's refusal to bargain was an issue determinable only by the National Labor Relations Board, and that the other questions in dispute should await determination of the issue." In a statement issued as a foreword to its directive today, the national board said that "it was the duty of the regional board either to decide the issues in dispute, or, if it found facts not previously before the N.W.L.H. indicating a lack of jurisdiction, to certify back to the national board the question of Jurisdiction with appropriate findings and recommendations."
