Man gets 20 years for manslaughter Harold Simpson Sr., who was convicted convicted of manslaughter April 29, was sentenced yesterday to 20 years in prison. Jefferson Circuit Judge Ellen Ew-ing Ew-ing Ew-ing refused to reduce the sentence set by the jury, despite pleas by defense defense attorney Mike Davis. According to court records, Simpson, Simpson, 43, of the 1000 block of West Market Street, shot William E. Bibb, 32, on Feb. 17, 1984. Bibb died outside outside what was then Simpson's home in the 1400 block of Hazel Avenue. During the trial, Simpson said that he had been arguing with Bibb, but he contended that the shooting was an accident.
